When fully buffed, on my main bar, I've got 25K/20K Spell/Physical, with 30K/25K on my off bar. The reason for the difference is that my Destruction staff is Sharpened, while my Restoration staff is Defending. I'm a Breton so my Spell resist is higher. I should also mention that my CP are 100 into Bastion, with all the other points divided evenly between the physical, magical and critical damage stars.
I'm sure you can't kill anyone halfway competent with heavy armor. I'm not saying it's a bad thing you're suggesting, but magsorcs already hit like a wet noodle and have 90% of their dps dodged. You are suggesting a brick build here, and even if you survive a bit longer with this, you just won't kill and your enemies will just pile up on you. In short, you're bringing nothing to the table.
Furthermore, it's a really bad synergy between shields, impen, spell pen and heavy armor. Shields make impen redundant, as they make high resistances redundant. It's harder for mag builds to get the major breech debuff than stam builds can get major fracture. Unless you're running Elemental Drain, your damage is kinda dependant on light armor. And even with heavy armor, you still got sustain issues with fast-expiring shields and questionable stamina reserves (no blocking, too). Any halfway competent stamina build will either one or twoshot you, or simply dodge and mitigate more damage than you, while keeping up hard pressure.
What this means is sorcs aren't designed to be tanky. I know Wroebel is afraid of ->Overload Crit Tanks<-, but the hard truth is that mag sorcs SUCK at the moment, and people are just conducting damage control. We need a buff to staff damage and/or a spammable dps move, a slight and tested buff to shield duration or an automatic refresh mechanic for when you have to go 100% offense, and a slight buff to light armor res, so that it's on par with medium armor.
Until that happens, sigh, just re-roll or accept you're second-class, even if you're an experienced player (I know you are). Sorry.

Oh, I didn't mean to suggest that Sorcs are in good shape... I know that we are not! My point is that Heavy Armor isn't too bad to use as a "daily driver". It seems to get the job done, given the limitations Sorcs have to deal with anyway (low damage output as you mentioned, for example).
You are also right about hard-hitting stamina builds. They are difficult to deal with no matter how much armor you are wearing. What I have found wearing Heavy for a week is that I'm going to kill the same guys I was going to kill in Light Armor, and I'm going to die to the same guys that were going going to kill me anyway. Given all that... I figure I may as well wear Heavy and look like a bad-ass, LOL.
