Three things.
One, in PvP there is a modifier called Battle Spirit. Damage is halved.
Two, players invest in physical, spell and crit resistance in a way that NPCs don't.
Three, players invest in crit and penetration to counter #2. NPCs don't.
My guess is that you haven't done #2 or #3 and you are getting lit up like a pinata when you encounter players who have.
Is your gear 160? That is my problem, mine is not gold 160, and so when I go against people with gold 160 i just get squished. It is really REALLY vexing IMO that you have to pve to get good gear sets, yes there are pvp sets in IC, but if you arent a nightblade ...... or a stealth build, issues can arise.
As previous poster stated, Battle Spirit cuts your damage in half against players. Example- if the skill tooltip says 5000k damage, Battle Spirit cuts that in half to 2500k.
After that the enemy player's build would factor in. Damage mitigation for instance.
Do you have a debuff that you can use to make the enemy a little softer?
If you want to see a list of debuffs and buffs, you can find lists with a search engine using search terms "ESO buffs and debuffs"

The reactive armor bug might be what you are talking about.
He didn't guess off start. He said what three things may be and leaned towards what he thought. His first point said it right there, that you already acknowledged is prob it then, battle spirit. well three things,
one, no one asked you to guess in here
two, you're wrong am wearing imp and sharpened and investing in all what you said as much as I can at my level
three, am not actually having too much trouble in pvp but in some situations I encounter people that is nearly impossible to drop their health
so if you wanna help elaborate on your 1st point or if you know something drastic that can be done to highly increase the resistance that people do state it. Thanx

For some reason battlespirit only shows tooltip modifications on wards. Heals and damage are not shown with the 50% reduction
