Thieves Guild animations not working properly

None of the thieves guild characters can talk anymore. Anyone else have this issue or is it just me?

Yep, I've noticed that too.

And the Dark Brotherhood personality moves are acting weird too.

Shadows of the Hist update has broken a lot of things U__U Even the Dungeon Finder is not working anymore. Damn.. U_U

Also happening for me on PS4. This has apparently been an issue on PC since early August. For what it's worth, it only seems to be happening with questlines associated with the Thieves Guild. Vendors and other NPCs in Hew's Bane still talk on time and their lips move.
