Sure, Volcanic Rune would be fun.. if you couldn't see traps from opposing factions. The fact is that only people with tunnel vision fall prey to storming into someone's mines or runes they've placed on the ground. However, the most important use of this would be stacking these at entry points of keeps while someone up top handles the oil. Coupled with a timely negate, your sacking enemies would be in a good deal of trouble.
You have a lower crit chance, so crit chance is theoretically more powerful on non cp while crit damage is weaker. In practice though, you'll want your build reliable, so I personally ignore crit on AS, especially with the nerfed Surge.

And you don't need damage. You'll hardly get to a point at which damage is worth more than regen on non CP.

I really don't worry about regen,I think that my Stamplar rolls with 2k stamina regen,and the anyone else above that.My stamina NB runs with 5.4k stamina regen . I just never played with a magicka sorcerer and I do not know what is more important.
