King's Gambit Meet Allies in Greedy Gut, NPC's missing

During the part of the quest where you have to find the key and then enter the greedy gut there are no NPC's in the inn. I have abandoned the quest and tried again and same issue. As soon as I abandon the quest NPC's show up.
