You broke cinder storm and never fixed it [BUG]

You broke this skill back when you changed the dot tick from 0.5 secs to 1 sec. The snare that persists used to increase from 1/1.5/2/2.5 at ranks I/II/III/IV but now its always just at 1 second. Please fix this as its been broken for months and months.
