Scaling of Valkyn Skoria

Can someone confirm how the damage of Skoria scales, if we ignore CP's for a moment;

Does it scale with Magicka, even though it is not spending magicka?
Does it scale with highest stat, like Ultimates?
Does it not scale at all, and is a fixed value based on gear lvl, and only affected by CP (and other tertiary bonuses to fire damage and what not)

It just scales with level to 160 CP.

CP and passives scale it past that.

on my mDK i have the tooltip for purple skoria at 7.8k
