Battle leveling, CP-cap and pre-50 level players

Could anyone clarify the following please: I've heard from different players that battle leveling in pvp now with the impact of the account-wide champion points makes pre-vet players overpowered in veteran campaigns. It is not rare in the recent months to see the situation when one, let's say level 18-30, player manages to kill a group of v501+. Is this true and battle leveling is really broken/imbalanced or are those v501+ just need to advance their playing skill?

    Yes,low level characters have good stats, me ,with a pure blue gear and green jewlery have in cyro (im magicka nightblade) ,in CP campaing around 40k magicka , around 2,6 (unbuffed) spell dmg and nearly 3k (i think was 2,7) mag recovery ,ah ,also around 27k health and i think 14k stamina (not sure of it) and all using full impenetrable trait in my gear and i was around level 24, plus, the cost of break free and use my skills is less than the cost of a vet level player. In the other hand,of course ,i had a lack of skills and passives.

    I made a post asking a similar question. It helps to understand how battle leveling actually functions in the first place, and unfortunately I only know the pretty simple here but will share it if you dont.

    All I really know is that gear only scales to its full potential if it is exactly your level. If it is level or 2 lower, it will not scale as much as it should. So if a level 44 is wearing a 5pc set of hundings armor that is only level 42, he will not recieve the full potential scaling from its bonuses. It is the exact same with veteran characters under vr16

    So, with that being known, the only way it would seem a player could gain an advantage is through the mechanic that scales your attribute points and base resource pools/stats. I dont know how this scales. I havent really been able to get any good explanation of it either.

    It seems to me the only logical way a pre-vet character could get an edge on stats in cyrodil is by exploiting. So if we assume no one is exploiting we have to think that those low level players are simply able to beat us because they have equal stats from their gear as we do and know what their doing. They also probably have a ton of CP from a main.

    Sorry this doesnt really answer your question OP, but I felt I could atleast spread what I know of the scaling mechanic because it did cause a lot of problems for me until I understood what I do now.


    EDIT: The above info is also under the assumption pre-vet and vet characters that are under V16 utilize the scaling mechanic in cyrodil the same exact way. Im not sure if this is the case and I havent exactly had the will to test it because of how many hundreds of variables their are if you account for CP...

    I posted before reading this but found it very interesting, I forgot from what little testing I had done, my khajit stam sorc was able to attain 3k wep damage easily in a blue 5pc hundings set in cyrodil while my vr12 wood elf nb with all med passives/weapon damage passives is struggling to reach 2.8k weapon damage.... My stam sorc (level 24 at the time) lacked many of said passives.
