mutually exclusive quests

"All the Fuss" (Tanzelwil) and "Missive to the Queen" (Skywatch).

As both quests must be started before talking to Captain Astanya on the beach of Vulkhel Guard I always wondered why these quests exists at all. You have to go very far afield before talking to someone you almost stumble over at the start of the game. Even the infamous Mastery Guide don't mention them. And the XP and gold received to complete them is insignificant.

During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

These exist as 'reverse pointers'. If you go exploring, you'll find a few quests like this that are designed to turn you away from locations that are part of the storyline later on.

I just went to Auridon Gold Instance. I got the quest to talk to Captain Astanya without getting any other quests for the zone. I got the quest from the NPC near the Wayshrine entrance into the town. As I was heading to the Docks to find the boat I needed, the quest marker was above the captains head. So, there were no quest per-requisites in my case.

At the time I was looking for the quest to get to the Starter Island. Since I have not done the MQ on this character, I am not getting dumped into the zone like I am starting out, so the quest NPC that points me to the boat to take me back to the island is not there. I wayshrined into Vulkhel Guard

Has anyone started a new character after DB dropped? I hear we are put on the Starter Islands again?

Enjoy the game, life is what you really want to be worried about.

PakKat "Everything was going well, until I died"
Gary Gravestink "I am glad you died, I needed the help"

The quests mentioned in the OP aren't prerequisite to Astanya's quest, but you must do them before Astanya's quest if you want to do them at all, as they are no longer available once Astanya's quest is complete.

Yes, we're put on the starter islands again. But I thought you were still able to get the quest in Vulkhel Guard that points you to the boat... I'll have to check that again.
