Is there someone from EP who already had found the book "The Year 2920, Vol. 27" ?
I'm searching for this book since months (Imperial City and the 3 Bookshelfes in the Canalisation-EP-Base) and still didn't found it.
Hope that someone could help me.

Yes in imperial city but a random bookshelves spawn. Keep trying.

Just a heads-up: apparently the Dominion version of A Plea for the Elder Scrolls is impossible to read, as it appears to have sunk through its pedestal and cannot be interacted with.

I had that too... then I tried again and again and for some reason it worked. I cannot tell WHY it worked though... I'd suggest to persevere...
Would be nice if ZOS took a look at it too.

Zos should add some hireling scholar for those unknown books. Just an idea

Does anyone know where "Pact Recruitment" is? It's suppose to be in the EP area behind the Gate of Ghartok I think, I've been searching for it for a while and I can't find it.

Weren`t those books that were originally located at the bases relocated to make them accessible for every faction? From the base to spots behind the corresponding gates? I cant remember the coordinates now (or maybe they are also listed in an older post here), but im sure the latest update of the Lorebook addon should display the new locations.

@Mix Re: "Agolas' Journal: Orsinium Archive: Q: One Ugly Mug: no location after Q?"

Finding and reading Agolas' Journal initiates the quest "One Ugly Mug", and the Journal is stored in the character's bags as a quest item. The player must access the Inventory UI, put the mouse cursor on the Journal, press the RMB, and select "Use" from the displayed menu. Then the character will read it, and the Lore Book announcement is displayed by the game client. (Personally, I thought that the character would read the Journal during the course of the dialog displayed after using the Interactive Prompt on the Journal while it is laying on the ground, but no announcement occurs during the dialog.)

Unfortunately, the Journal and the Ugly Mug are removed from the quest items in the bag when the character receives the reward for completing the quest. The quest is not repeatable, so the Journal is longer available to that character in the world afterward.

This behavior was discovered and reported by @derpzort and confirmed by me in the following thread of the bug report section: https://forums.elderscrollsonline.com/en/discussion/334856/eidetic-memory-cant-access-a-book-after-quest-completion#latest

@Mix derpzort's original post in the bug section to which I linked in my most recent message:
    derpzort wrote: »
Not sure how to resolve this. During Blindsided quest the enemy camp in Eastmarch is hostile and you can walk into the barracks where the "ORDERS TO HALSKAR" book is. I completed the quest as normal but didn't read the note and can't get into the barracks now. There's no prompt to enter the building and the camp is friendly.

Is this book lost to my character? Normally you can find a book outside of an unobtainable area or back in a guild hall but on this one.
I searched this web page for "Orders to Halskar" and found nothing, so this is another one for your list, I suppose.

While I cannot remember where it was exactly it is possible for other alliances to get those books now. They've all gotten an extra location in the area around the scroll temples. Lemme see if I can find their exact location somewhere.

Edit: I'm AD and I got all those alliance base books and I never set foot in either base.

    edit:
Oh, after posting this picture and riding around it seems to be fixed.

Do you know where you might have gotten if from? I wonder if the alliance restricted books are available at bookshelves maybe?

I spent about 2 hours the other day at the scroll temple ghartok and could not find pact recruitment. :( could be at the other EP temple I guess.

So after three years of searching and bugfixing I am now down to the last 16 missing Eidetic memory books. The books found on bookshelves in the Imperial City can be found theoretically but it is EXTREMELY difficult to get them to appear randomly. I tried for months and I still dont have them so I gave up on those. The books in Cyrodiil are STILL placed in inaccessible enemy areas, the years of pleading with Zenimax Bethesda to make copies of them in all entry gates were in vain. Four books are STILL phased out after quest completion and four still dont exist at all. I think after three years of pleading we should have all Eidetic Memory books resolved already but.. tough luck I guess :(

Still phased out after quest completion:

    Arrest Writ
    Valyias cargo manifest
    Eyes of the Queen Only
Note from Commaber Derre (Lions Den)

    Cyrodill Inaccessible enemy zones:

    The Perfect Hiding Spot
    Letter to Grand Warlord Dortene
    Letter to Grand Warlord Sorcalin
A plea for the Elder Scrolls (2x)
    Note from Commander Derre
    Respectful Greetings from Am-Shadal

    Book doesnt exist:

    Captain Black Swords Journal
    A plea to Maximinus
    A Less Rude Song
    Adainaz's Journal

    Imperial City:

    Thwarting the Daedra: Dagons Cult
    The Distributed Soul
    Introduction to Aedric Studies

You can add / refresh "A Request For Relief" book to this list.
It is doubled - it appears under "skill Books" in Eidetic Memory and also under "Crafting Books". And as far as I know it is impossible to find "both" of these books - that are basically the same but somehow have different ID - so the game shows you 2 of them - and the one under crafting is always greyed out.

Those books are behind enemy gates, but not at the base, so they are accessible when your faction takes the corresponding home keeps. (As EP you should be lucky on Azura atm...)

    near Alma Ruma Temple:
    Letter to Grand Warlord Dortene
    Respectful Greetings from Am-Shadal

    near Altadoon Temple:
    The Perfect Hiding Spot

    near Mnem Temple:
    Letter to Grand Warlord Sorcalin

Think "A plea for the Elder Scrolls" exists at every scroll temple, was trying to read them at several, one was finally counting towards the library.
