Bugged quest "The General's Demise" Stonefalls main story quest.

Unable to complete this quest on Xbox one EU because it's bugged.
When entering the room to kill the general, he does zero damage and he's unkillable even at 0 health. He's suppose to transform into a gargoyle but but he doesn't.
I've relogged, re entered building, abandoned the quest and restarted it, switch zones etc. Nothing seems to work.
Levelling an alt atm and this quest is part of the main quest in stonefalls which leads to Skill point rewards, I'm skipping non main quests hence my frustration as I cannot progress further.
Any advice?

Necrelios✭✭✭✭✭I just did that quest again not too long ago. You have to wait for all of the other NPC's to spawn and attack the general first, so just wait a minute. ✭✭✭✭✭Gargoyle? Doesn't he turn into a Flesh Atronach? But yeah you're supposed to attack the Covenant mobs that are there first, and then attack the General once the Pact NPC's focus on him.
