ZOS can't add real skills to any DLCs because the QQ players will immediately cry P2W.

I have to ask what Passives could they have surrounding killing other things that would not automatically become a must have for every player in PvP, and some in PvE?

With TG and JS, the passives are pretty much limited to use for those activities and hence, not required or needed for any other content. Although the one that reduces Stamina for Sneaking is useful in other areas, we have lots of ways to reduce Stamina costs for sneaking already in the game.
Enjoy the game, life is what you really want to be worried about.

Blind Eye - NPCs in the area do not report your crime
Self-Defense - No increase in bounty if an NPC attacks you first
Fat Coinpurse - Improved loot on a slain NPC.

Basically, passives that are complementary to what TG introduced.
And I think that will be one of the bigger complaints - Brotherhood basically a companion for Thieves game pack as opposed to something distinctly stand-alone.

We knew it would be like this. I remember hearing just before TG that they would not add active skills for TG and DB...

Might be that there will be more active skills at a different time, but for now... well... we shall see how the passives work out. I did like the ones in TG, so... I am eager to see if I might like the ones in DB as much!

Passives are P2W too, even if they are seemingly innocuous, PvE-oriented. If they help a player to play more effectively, have higher yield from some activity with less effort/lower costs, he will end up with more resources, e.g. gold, with these passives than a player without them. Therefore, if passives, which bring you gold, require payment, and you pay, you participate in classic P2W cash to gold conversion scheme.
Gold, in turn, can be converted to gear, potions, whatever, to provide an advantage in PvP too.

As for "real skills", ZOS can save that for later, when memory of The Great Content Drought of 2014-2015 will have faded, players will not be eager to buy yet another DLC and will need more brutal incentives.

They can just make them not active in Cyrodiil or not affect enemy players

Yes, that is a bit of a problem for those who have been here a while... we really would want to see some new skills to add options we do not already know back and forth. Be it class skills or weapons skills... stuff like...

I'm starting to feel like we're all at a bar and we keep ordering these interesting cocktail drinks but the bartender keeps serving us warm watered down beer... sometimes they try to dress it up by putting the stale beer in a martini glass... throwing various miniature pickled vegetables in there... adding little umbrellas and food coloring to try to "mix it up"... but it's always the same cheap beer.

One of the "perks" from having the skillline gated behind a DLC. Can you imagine what fun active Thieve's guild skills we could have had? Ah well.

They COULD have just made the guild skill lines publically released to avoid Pay2Win issues.

But passive skills are better than no skills at all I guess. Of course, having passive skills only highlights the fact that we don't have active skills.

And Trials? So, disable them in PvE and PvP? What about someone going to Cyrodiil for PvE reasons?

I think it's a shame, but it's something we all knew months in advance back when we asked questions concerning the new skills shown off by Orsinium Npc's. We were told that new active skills were a possibility, but that it wouldn't be any time soon, then we were told they felt uncomfortable tying new active skills in with TG and DB because they wanted to avoid any cries of P2W. Now, I don't fully buy that explanation, since we've seen plenty of other games add new skills and powers and such and lock it behind "buy this add-on or sub" on plenty of occasions, but it is what it is.

Honestly, I don't care enough about Thieves or Assassins to warrant protest over them getting passive lines, but I would like some new weapon skills and Racial Ults to be in the game and I dislike the current trend of not introducing new skills with new content.

Hopefully we can get their ear soon.

They have 2 patches with each DLC right.

Stick the new skills/skill line in the base game patch = everyone gets it, skips the P2W QQing.

Why adding active abilities skill line from a dlc is considered pay to win,

But getting the latest gear set only from owning the dlc is not considered pay to win.?

Meh. That benefit isn't a big deal. You can spend way less than the cost of a sub each month and buy all the potions you want. I really don't care if people who spend less than the cost of a sub each month feel they are at a disadvantage. The game was intended to be a sub game.

I don't sub. I just accept my disadvantage and thank ZOS for letting cheap people like me still play.

I would love to see new active skills, or useful passive skills, added into the game. The scary thought is how poorly balanced the current skills are and how much worse they could make it.

As someone stated the combat in the game is quite stale though. Would be a super pick-me-up is they added in some new combat elements, or even a new class. Though one should never speak of such things.
