I have to ask what Passives could they have surrounding killing other things that would not automatically become a must have for every player in PvP, and some in PvE?
ZOS can't add real skills to any DLCs because the QQ players will immediately cry P2W.

With TG and JS, the passives are pretty much limited to use for those activities and hence, not required or needed for any other content. Although the one that reduces Stamina for Sneaking is useful in other areas, we have lots of ways to reduce Stamina costs for sneaking already in the game.
Yes, that is a bit of a problem for those who have been here a while... we really would want to see some new skills to add options we do not already know back and forth. Be it class skills or weapons skills... stuff like...Im starting to doubt I will ever experience seeing new usable skills in this game, its getting rather stale!

Passives are P2W too, even if they are seemingly innocuous, PvE-oriented. If they help a player to play more effectively, have higher yield from some activity with less effort/lower costs, he will end up with more resources, e.g. gold, with these passives than a player without them. Therefore, if passives, which bring you gold, require payment, and you pay, you participate in classic P2W cash to gold conversion scheme.
Gold, in turn, can be converted to gear, potions, whatever, to provide an advantage in PvP too.
As for "real skills", ZOS can save that for later, when memory of The Great Content Drought of 2014-2015 will have faded, players will not be eager to buy yet another DLC and will need more brutal incentives.
