why can't my daughter use my eso plus and downloaded dlc with her profile, even though it's on the same console? (seems every other game will let her use any dlc)

While multiple players can use the same copy of The Elder Scrolls Online: Tamriel Unlimited on the same console, the Imperial Edition, ESO Plus, DLC access and Explorer's Pack perks apply to individual player accounts rather than to the console itself.
You will need to redeem unique Imperial Edition and Explorer's Pack codes on your PlayStation Network or Xbox Live Gold accounts in order to receive the perks or have your own ESO Plus membership.
All I can say is wow... a cunning way to milk money from people, what an effing rip off!
