Strange, annoying trail effect on legs

The last few times I've logged in, I have a persistent 'trail' effect coming off of my character's lower half, like white streams of wind or something. I've tried to track it to an active effect, but it just seems to be an ever-present thing. It's extremely distracting and makes First-Person almost unplayable as it shows up there if I walk backwards or sideways. Sometimes I can fix this by either rebooting ESO or failing that my whole console, but as of my writing this I have tried both and it hasn't worked this time.

If this is an intentional thing for some perk of the Dragonknight class, it should be seriously looked at. If it's just a bug, well.. figured I should report it here, aye?

If you need more info on either account or character, I'll be happy to provide whatever is needed. I've taken a DVR capture of my character moving in both third and first person as that seems the easiest way to show what's going on here. [ Link ]
