Quest to Re-Establish Bleakrock Isle

We need one. That was a great community to do several of the Justice quests in. You could finish off animal mass murderer, pickpocket, and NPC mass murderer all in one convenient little area. And there were soul gems to steal. Besides, none of the other alliances have to sacrifice the community on their starter islands in order to finished the quests on them. So there ought to be a way to re-establish the community on Bleakrock. Minus Area Earthturner and the dead part of her family, of course.
