[Thieves Guild] Quen and Pirharri the Smugler are from Nightingales? Designer mistake or not?

Lets look on Quens sash.


While the main quest i expected, that this side of Quens storyline will be revealed.

But it wasn`t

But how can ZOS explain the same one for Thieves Guild assisstant?


Is it designer mistake (lorebreaking) or not?

I agree that it is definitely the same design as the Nightingale seal. But do the Nightingales as an entity even exist yet?

They don't. The Nightingales were "founded" in 3E.


The Nightingales Volume II: What We Were

Our history begins with a well-known tale. (...) a bard named "Nightingale" tricked Queen Barenziah into revealing the location of an artifact called the Staff of Chaos (...). The story goes on to reveal that "Nightingale" was a (...) thief named Drayven Indoril. Jagar Tharn hired Drayven, one of the greatest master thieves (...) to seduce Barenziah and coerce her into revealing the location of the Staff of Chaos.

I wish we could become nightingales in this storyline, was one of my favorite parts of skyrim.
