Pretty sure clavicus is, I think he speaks to you when you are on a quest for a kothriggi tribe in shadowfen

Clavicus is. He also pops up in Reaper's March. I can't remember if he's in Shadowfen.
Also, the statue in The Missing Prophecy looks suspiciously like Clavicus, sans Barbas. I mean it is holding the Masque after all.
I'm honestly not sure about Peryite. Maybe in a dungeon I spammed through the quest on?
Also, there's a guy on my friends list who runs around as Clavicus, and never breaks character... so that counts too, right? :P

It's just Barbas in Reaper's March, telling the Vestige about a shrine forgotten even by Clavicus that messed up the mage's spell in Willowgrove

If I'm correct in my lore bank, they both exist as Sheogorath and he are 1 in the same. Two sides of a coin, separate but whole.
Direct opposites of each other really. One that enjoys the eccentrics of mania and demintia, while the other favors the order of all things and has a written account of everything and anything that will and has occurred.
It's as if Jyggalag exists solely to bring normalcy to an insane world and Sheogorath returns to bring insanity once order is restored.
That's my one big gripe about ESO and the overall story. They could've done so much more with the lore they have available (even if some of it had to be rewritten because of this game) and they honestly went bare bones on it.
