Silver & Gold Roleplay

I started a thread about Silver and Gold zones in General Discussion, but with the announcement of the Thieves Guild update there's an upcoming change. Silver and Gold zones will be unlocked simultaneously upon reaching level 50.
I've always had a hard time finding roleplay in Silver and Gold zones. Most people don't want to attend events that would be exclusive to newbies or people leveling new RP alts. As a result, the vast majority of RP is confined to Main Quest lands. There's usually just an odd person here or there who is interested in it, so it's difficult to find people who are consistently interested.
I have been away from ESO for a little while, so I'm interested to hear the opinions of the community. Do you find it difficult to RP outside of your own faction's lands? How do you think this new change will affect roleplay?
