Looking for a guild to do dungeons and other activities with, currently level 19 and struggling to find anyone to take part in activities with. I'm Aldmeri Dominion on EU server.

scroll totally down to "guild recruitment", choose your server and console and then find the one you need
write them your eso account name, so that they can invite you.
