Can you level Alliance War Skills (Assault & Support) in the Imperial City? Or only in Cyrodiil? If you can level in the Imperial City, what's the best way or a good way?

to explain that issue - their is a reduction to AP worthyness of a player every time he gets killed wich is reset after 10mins without a death, the small area of IC and the tight respawn areas creates situations where you are fighting constantly but not getting any aps as your opponents no longer are worth them...spelling and grammar errors are free to be abused
