What ability/item is this?

I keep seeing something I don't recognize, and I am utterly curious, what ability makes people have a light blue glow that gives them a status effect of I think something to do with Jode? I see it in Cyro, and I'm not talking about Inner Light, I'm really bad at describing things, but hopefully someone may have some idea, I think in an Alcast video his char had this effect on them too. I also don't think its the effect of using an Aylied well. Please no flaming, I just don't recognize this, thought I would ask, please don't eat me alive ok thanks ^_^
