[Request] Shorten the distance for target frame bars to appear

I dislike how in cities and such you pretty much always have some bar at the top of the window because the distance for it to appear is so large, you are always looking at some npc, a random critter, a guard, what have you. I like to have the screen nice and clean most of the time, so the simple solution would be to just shorten to distance for the bars to appear, maybe half it? Or let us customize the distance with the addon.
Not sure if the API allows a mod to do this, but I would be glad if a modder could look into this.
