Daily world boss quest giver in Wrothgar appears in the ceiling unreachable. Its random, but seems more often than not.
When he is actually standing there, the next fella you need to speak to is in the ceiling, also unreachable.
Fix for me has been to zone out of Wrothgar then back in, which is rather annoying.
