List of the eligible countries, if you're not on this list you can't enter.

For everyone complaining their country (or province, sorry Quebec) isn't eligible it all has to do with your gaming/gambling/sweepstake/contest laws. Quebec has additional laws for this sort of thing that the rest of Canada doesn't.
Canadians have to answer that skill testing question because it is illegal to have for profit gaming/gambling here, excluding government run lottery, licensed casinos and charity events, so by adding a skill testing question they make the contest not just a game of chance but a game of skill and chance (it's a legal loophole/workaround). The other one is no purchase necessary to enter statement.
If your country isn't eligible it isn't ZoS you should be complaining to, you are probably excluded from a LOT of contests. I see 'except Quebec' on so many contest entries. You should be petitioning your government to change the laws if you want to be able to compete in future contests. (or at least look up your country's rules and decide if they are there for a fair reason or not, technically the laws are there to protect citizens)

So poeple, do not complain about countries not being listed. Yeah it sucks and I feel for you. I'm from Belgium and i'm always EXCLUDED from every contest (even art contest, e-sport contest, fanstories contest etc) this is due to the LAWS of YOUR COUNTRY. Zenimax can not do anything about it.

I see Germany in there, they have even strickter rules then my own country, Holland.
So no it's a choise, or they should have put more effort in it to get the right papers to do this everywere.
Now regarding the contest itself, I'm honnestly a bit surprised aswell. Cause 1 000 000 000 this seems to me a INSANE amount of money. It feel like a overkill or something. I mean. Just the 3000 crown prises for 1000 players would have been cool enough. Or 20 hoodies to be given away on the ESOLive? Or 1 customised PS4 or Xboxone. 1 000 000 000 Dollard! Even Blizzard is not being crazy like that!!
