Templar Repentance

I would like to understand something..

I understand that Magicka abilities scale off of your Magicka pool and the amount of spell damage you have and can also be influenced by certain champion points that you attribute.

Same with Stamina based abilities they scale off of your Stamina pool and weapon damage.

So having said that, I would like to understand how the Repentance ability for the Templar works.
Repentance is neither a Magic or Stamina based ability, and has no casting cost.

So what can be done to increase its effectiveness?
Are their any champion points that I could attribute to increase its effectiveness?

The skill scales too.

It scales of your max stamina or max magicka, whatever is higher.
And it scales of weapon power or spell power, whatever is higher.

Basically it scales the same way ultimates scale.
