Spell damage and build advice.

I'm currently a Templar I like to pvp the set up I'm running is
5 piece kagrenacs hope with max magica glyphs
3 piece torugs pact in the head and weapons (two hand and desto staff)
I'm yet to get kenas shoulder
Will power v16 with spell damage glyphs
there's a few problems I have
I can't seem to get above 2.5k spell damage w/o buff Around 3k with it but I still feel like it's not a good enough spell damage as I see people running 3.5k-4k spell damage.
I can't seem to get him above 30k Max magika, although this is enough to sustain a long fight I still feel a majority of the people have around 40k Max Magika
Another problem I have is I feel like I'm too squishy, My max health is around the 12k mark as I do not have any points distributed in health.
Also as a dps Templar who likes to pvp (I also run daily pledges) where should I put my champion points?
If you have any advice on changes to make to help those 3 problems I have id appreciate it.

Ps overhelming surge is not an option as there is a huge lack of people running group dungeons on ps4.
