Reaper's March Woodworking Survey guarded by a Storm Atronach

    I don't think any survey should be in reach of aggroing mobs. That's not what you're there for. Plus the darn things cost a ridiculous amount of mats already, then you have to fight for it on top of that?

    Easy enough to move it, they've done it before.

    I think I know which clothing survey you mean, on the hill directly south from the Skyreach Catacombs, Survey III, right?
    Because, I can help you out: mix some potions using Blessed Thistle, Entoloma and Namira's Rot - these make a nice invisibilty potion including 40% movement speed.
    When I stand near the casters at the foot of the hill (where the path goes up to the survey), I pop one of them (don't be in sneak while you drink it!), and then run like the wind. But don't start sprinting, otherwise the invibility doesn't work anymore for some reason, only the movement speed.
    The effect duration lasts long enough to get to the survey; as soon as you arrived, go in sneak and grab your clothing materials^^

    Actually if you are speaking of the Willowgrove area that place is usually full of people farming the Antronachs.
    Where I killed a 100 stormys for the monster hunter achievement.

    As that's not the case here, though, what you can always do is bank the survey, take it out with a higher level character, and have that character go there, stomp the atronach, and collect the nodes.

    I believe this is also an area where the mobs turn neutral if you complete a quest. That really doesn't help the OP immediately, but eventually the area becomes "unguarded."

    I'll agree, though, that an area with no mobs should be the default for any kind of survey location.

    Ah is it in Willowgrove? You are right, all the mobs there go non-hostile once the quest is done.

    OP - If you don't have a character who can get there without hassle, ask in your guilds to see if someone can escort you. For a character of the appropriate level it would only take a few minutes to see you there safely.

    EDIT: (This is why, IMO, it is best to do writs for the zone you are playing in, you aren't really getting any more benefit from doing a writ that is turned in in Reapers March over one that is turned in in say Auridon or Grahtwood - because gold reward from writ quests is entirely based on character level, and 5th zone mats from surveys aren't really useful unless you have a character in that zone that needs equipping - might as well be turning in Iron/Maple/Jute writs in Auridon for fewer mats used and the exact same cash reward).
