Is There A Skill that Causes This?

I go into an attack, suddenly, nothing works, no abilities, nothing, just stay rooted to the spot while mashing every button on my controller. Just wondering if it's a skill you can get that causes that.

Yep. This and couple other fun little bugs happens to my nb maybe once every 45 minutes whenever I use incapaticating strike ultimate. This ultimate is so good, zos decided it needs to backfire once in a while and give other players a chance to kill me when I cant do anything about it.

First one is as you described.

Second one, my nb thinks he is holding his twohander but really he is holding air and my sword is safely on my back. Atleast in this case I can run around. Cant do anything else but I can atleast run away. This bug fixes itself after punishing me for 15-30 seconds.

Third one.. now this is the most annoying one. On my screen, I am running around normally but cant use my weapons or skills. Similar to number 2. But in reality I am still standing in the same spot where this happened. To fix this, I have to waste all my stamina by running and rolldodgin which as a stamina nb, takes a while.

Yep. This game is fun.
