SHIELD BREAKERS NEEDS A COOLDOWN

Making another post about it. This is utterly ridiculous. I would rather be killed by a Pre-Patch 26k Snipe than this. I have been doing ESO tonight Solo for the last 5 hours. I love just spawning and ressing and running straight into it. I have had 72 Deaths tonight (i yolo in alot) 59 of my deaths are the same guy just hitting Shield Breaker on me and destroying me from range. I hit himand he just dodge rolls and cloaks away. I kill him when he;s alone but when I have 3 dudes on me he just sits int he back and spams light attacks. The design on this set is utterly ridiculous. GIVE IT A FREAKING COOLDOWN.
