Exploration Achievement: Peacemaker

I can't find the second location of the exploration achievement, Peacekeeper, anywhere? It's the last exploration achievement I need on my DK for the Veteran Ranked 5-10 Aldmeri Dominion. I found one them with the High Elf and the Khajiit talking about moon sugar, but the second one seems like it's no where to be found. Anybody have any ideas? I'm on Xbox One, North America, and in the Ebonheart Pact if that means anything.

I went to those spots and still can't seem to have any luck

Edit: Right after I made this post, I found the same conversation with the NPCs in a different location and got the achievement. Weird, but it worked. Thanks for the response
