question about pvp campaigns

i am playing on a lvl 17 DK my health got buffed to 28,000 hp but my friend is on their lvl 40 templar and they are at 14,000. they where buffed yesterday before they hit 40 does it really get rid of your boost once you get to lvl 40? or is this a bug?
