I don't think making WW a toggle is something ZOS wants, and don't think i want it either.
At the moment WW is designed as a high cost ultimate that completely wipes your skill choices and gives you an unique toolkit to tear your opponents apart. It has more damage than human form, but it suffers from several disadvantages, especially a restricted access to survivability tools.
It is not supposed to be an overload style shapeshift where people switch between human and werewolf form all the time to suit their needs. Instead it creates high pressure situations on both sides - the WW has to utilize his advantages properly or die horribly, since the WW lacks sustain and gets #shrekt by FG abilities - if WW were a toggle just like overload, with a similar animation time it would just be bonkers. A WW could always buff up, go in WW form, make an attempt to take down is opponent(s) and transform back for quick defense.
A toggle simply would completely change the whole dynamic of the WW form, and I enjoy it as it is atm quite a lot.
Additionally this makes it possible to go WW -> light attack -> hircines rage -> leave form for a quite strong boost to PvE DPS and simply use WW as a buff tool (sacrificing an ultimate would have to be taken into consideration ofc).
