Does blacksmithing level influence damage-output/ armor rating?

Hello everyone,
So I was busy doing blacksmithing the other day and my eye was caught by the amount of ingots used to create items. Now it more or less comes to this I think:
The more ingots you invest, the stonger your item will be. This made me wonder... Back in the Skyrim-days The strength of your weapons was influenced immensely by your smithing-level. You could make an iron sword at lv 1 with the strength of a butter knife, but at level 91 you could temper it into a legendary iron sword with heavy damage output! Your weapons, armors were boosted significantly by your level in smithing...
Here in ESO it only seems to matter what ingot you use, how much of them and how good your temper items are to make strong weapons...
Am I right to asume that your level doesn't do jack to item strength? or Am I wrong? If I am right, does it then have any use to improve your smithing skill after level 40? (last skill unlock)?

For example: will a voidsteel axe with 16 ingots invested and tempered with tempering alloy, made at level 50 be stronger than when made at lv 40?

Do tell me please! I am only lv 17, and far from pro at the moment.

    As you suspected, the gear you produce isn't influenced at all by your competency (or otherwise), if you can make it every item of that level with the same mats will be the same.

    In crafting, as is much else, ESO is a 'TES' game more in name than detail.

    so in theory if one was lv 1 in smithing but had magically got hold of 16 voidsteels, the voidsteel perk and tempering alloy, he would get the same damage output for his axe as a lv 50 smith? ( I said in theory)
