Watching the video and other discussion here too I'm more convinced that it was actually Veteran that we did even though group was set to normal. Other option would be that there is actually no normal version of this dungeon, only the hard mode that is activated from the tome. In case there is normal version too then there might be bug where you are thrown in to veteran even though group is set to non-vet if your party is group of veterans.

we beat him with 2 players alternating the kiting and a third who would assume kiting if one of those 2 was on portal duty

Normal and Vet bosses are the same. If you got normal indicator in party it was normal version.
Difference:
1. Boss and adds HP
2. Boss Damage
3. New abilities (like boss with Cages can eat adds and heal herself, etc)
No one wanna tank the news dungeons , because of the no-stam regene while blocking it really bad .... really really bad ....

I'm a bit worried this might be far too easy when playing with VR16 characters with optimal gear setups and 600+ CPs.
By the way, on 2nd CCable bosses... did you try a CC such as Agony, Rune Prison or Petrify? In theory, you could lock down one or two of the three bosses while you work on the others.

It is only too easy because of the *** CP, if there aint CP, there wouldnt be a pussymode...><
How are you balancing Imperial City - and future PvE content - based on players' Champion Points?
How do you avoid the problem of content becoming incredibly easy for players with tons of Champion Points, or content becoming too hard for players with very little (or none) of them? Is there going to be a specific Champion Point "level" for different encounters?
E.g. casual dungeon 1 - balanced for 50 CPs, high-end Trial/Raid - balanced for 1600 CPs
If so, for what amount of Champion Points are the group/public dungeons & PvE in general balanced around in Imperial City?
I have yet to find a vr16 group that can get past the first boss in the tower.
Not that that's a bad thing, but it was pretty surprising that the first mobs on vet were a grind.
