is a high elf sorcerer /vamp build any good?

I am thinking of making my sorc a vampyrer but i have never spoken to a vamp sorc to ask if its any good in pvp

Yes they are.
Just make sure you stack your shields and watch out for Camo Hunter in conjunction with sneak attacks like Snipe.
