How do I create a PTS char using a template?

I'm an EU server player and I've just installed PTS too. I didn't find any option to create a char using a template (for example, a fully unlocked VR14 char).

How do I create a char using a template? Are there none for the US players?

In char creation left top corner you can choose template.

BTW, I had searched the internet for an answer before asking here (to no avail). Also, I didn't have any char copy available.
