Dunmer Flame Talent and Altmer Elemental Talent

Flame Talent: Increase spell damage with Fire spells by 7%
Elemental Talent: Increase damage with frost, fire and and shock EFFECTS by 4%

What does EFFECTS mean. Does it mean only condition effects like burning, chill etc or does it work like dunmer flame talent which increase your flat damage pretty much everything with fire(inc siege damage)?

Yes it means the effects of those skills with those elements, so burning, chilling, frozen in place, and so on. If your going for straight up damage then Dunmer is the one you want. If it is for damage over time like Burning and so on you want Altmer. Personally I go with Dunmer if your going with dragon knight, but if your going with a sorcerer then I suggest Altmer since it will pretty much boost all of there attacks unless your focusing on fire then Dunmer again.

altmer/high elf is good for sorc b/c crushing shock/force pulse hits all 3 abilities but maybe only one effect can proc at a time? sorc has lots of lightening abilities
