It's the typical ZOS reaction to QQers. Nerf the symptom rather than the cause. They should be evaluating all of the changes they made in 1.6 (basically removing caps) and changing those - because it is that which allows people to spam skills infinitely. But no, they'd rather *** over particular skills / mechanics that are the life blood of virtually every viable build in the game at the moment.
