Draugr Hand

I found a Twitching Draugr Hand. It says bound and collectible on it. I can sell it for 25 gold but nothing else. I googled collectibles ESO and on the PC they have achievements for finding items like this. My only options are to sell it or destroy it? What gives? No collectible/achievement love for console?
