Main Quest..Cod of Schemes ..BUGGED...Help!

I beat Molag Bal and went back to the harborage..it says talk to the surviers..ive tried there is 3 in ther i talk to the guy wiht the arrow go thru all his options and the quest want give me credit....How am i suposeto move on??? please help i so want the black dye and to start Codwells quest in the other fasctions

Well im still stuck trying to turn my quest in im vr 1 now...Customer support dosent have a clue...told me to try abdoning the quest.....there is no option to abandon the quest at that stage...@ZOS_GinaBruno please help i an not move forward in the game
