Numbers Need Increase

I am a Tank (Poorly Built Because I didnt know how to play till level 25) but ive built into defense and health regen and the numbers the skills give you like Draconic Power- Elder Dragon etc. dont make the slightest difference in anything. My numbers are way bigger and the health regen doesnt do anything because so. Same with damage increase skills and perks unless you are a DPS or mage those "increases" arent even noticeable I feel like im still level 1. Im not asking for like super OP im just wondering if maybe an increase to the point where i feel like Im actually getting stronger.

Please do not post hate of any sort. Im not trying to be OP and Im building my character the best I can. I understand I am new and there are things I still need to learn. Showing any kind of aggression on the post makes you look like a loser and hope people recognize this. Thanks
