There are races that can be stronger, depending on how you play your templar. But even with a "useless" race you can fight your way into the top 100 leaderbords.

You have to continue to check various guild stores. It will be difficult finding 5 pieces near your specific level but it's not impossible. Much easier to make crafted sets as long as you have been doing your research.

I have a nord templar so I have same problem. I use 5 piece crafted seducer and 3 piece magnus. No problems with PVE @ VR7.

I've got a VR1 orc magicka-based templar currently using 5-piece crafted seducer gear, and 5-piece dropped magicka furnace gear (including 2 rings), and he's always felt slightly weaker than my Redguard templar, but that's mostly because I've always been super unfocused with the orc and I've frequently switched up the weapons and such that he's using. The whole way along I've put a lot more thought into my Redguard templar's build than I have into my orc templar's build. He still does just fine in solo PVE.
