Veteran Battle Leveling

Not sure how many saw this in the PvP update:

• •Battle Leveling: The Battle Leveling system has been updated to include Veteran Ranks. Players that opt into Battle Leveling will be roughly equivalent in power to a VR14 player in moderate-quality gear.

Don't know what is meant by "moderate-quality gear." Assuming a normalized pool of resources is given (similar to nonvet), the effectiveness will depend on if you're a magicka or stamina build. Initial thoughts: On the surface it sounds good, especially for new/lower level VRs; I'm guessing the primary buff will be to health pools but battle-leveled damage potential will be lower than non-battled-leveled. At the very least it could give new vets the courage to get into vet campaigns, instead of just re-rolling another nonvet toon.

I would assume it means they will be given the stats of a mediocre VR14.
