Help me understand this mechanic

I keep hearing about this mana regen for high elfs when attacking with a staff with a heavy move but when I look all I see is the final attack will restore a % of mana (depending if I spend 1 or 2 points in) does it return mana every heavy attack or when I get a kill with it. Thanks yalls input is appreciated.

Anyone who uses any weapon will get some of the ascociated resource back on all fully charged heavy attacks.

The resto staff does get a bigger return though thanks to its passive

Yes. Heavy attacks with melee weapons and bows restore stamina, staves restore magicka.

Nope, the passive increases your magicka regeneration by 9%.

So for instance if your magicka regeneration is about 1000 every 2sec, with Spellcharge passive your magicka regeneration will be increased from 1000 to 1090 (+9%).

Note : Those multiplier values are additive, so if you have for instance light armour Recovery passive (28%) and Altmer Spellcharge passive you get a total of 37%. With the same exemple above, you would recover 1370 magicka instead of 1000 every 2sec.

Your race does not have any influence on the regeneration provided by performing a fully charged heavy attack. The only passive that influences the value is the passive skill in the restoration staff tree and that only influences fully charged heavy attacks performed with a restoration staff.

Your racials only influence base magicka regeneration as the poster above me detailed.
