Templar Specfic Questions - New Player

So my main in an Imperial NB and I'm loving it but a few of my buddies took some convincing and are just now getting the game. None of them can put the hours in that I can so I want to roll a Templar as an alt. This way I can just play that toon when they are on and we can progress together.
My NB is a Stamina build and I find it so much easier due most NB abilities using Magicka while my main weapon choices (Bow + 2H) use Stam. If I run out of one, I still have viable options with the other.
I messed around with a High Elf Templar last night a bit. Want a Resto build so I went Magicka and Fire / Resto Staff. The problem I ran into was that I ran out of manna super fast since both my ability and weapon skills rely on Magicka. I know ESO is a bit different in that every group member will need to DPS in addition to whatever role they are playing which is why I went High Elf over Brenton but I def want the focus of the build to be healing for both PvE and PvP.
Until I unlock weapon swapping would it be better to go 1h + Shield with Class Abilities and then add either a Resto or Fire staff to my second bar later? So far I'm only dumping points into Magicka and going 5/2 light/heavy. Main issue is I'm running out of manna and have a full stamina bar just sitting there but zero options to use any of it.
Not looking for end game builds, by the time I've invested that much time I'm sure I'll have a firmer grasp on the class. Mainly just looking for leveling weapon advice and whether or not I made the right call going High Elf over Brenton. The main reason behind that choice was the added elemental damage.
