Weakness to elements 1 not casting

Noob question, but in battle weakness to elements stays greyed out.
What are the conditions for casting this spell?

Just that a destruction staff be equipped as far as i'm aware.

Must have a valid target within 28m. Otherwise probably a bug.

Think I know what I did wrong. I have resto staff equipped on that bar.. Will check when I get home.
But spell probably won't work with resto staff?
