My experience as a sorcerer healer is that your ability to sustain healing springs without using magicka is almost more important that spell damage. As all sorcerer healing comes from Restoration staff abilities, the 12% cost reduction of Eyes of Mara is worth considering.
I currently run 4x healers habit (jewels+shoes), 5x eyes of mara and 2xtorugs
If I decided to use a master's resto staff I'd switch out the torugs and make it 5 healers 5 eyes.
I'm losing out on an extra spell damage, but I get extra magicka regen which means I can spam healing springs on a group for almost no magicka cost. I only need to spend magicka to throw someone healing ward when they take a big hit. Otherwise I focus on debuffing the boss, dropping combat prayers and a bit of damage when I can to end the fight quicker.
This is only in VR12 dungeons, but no one is interested in sorc healers in trials right now.

Ultimately you're probably going to have to rely on what you have available to you without grinding dungeons in order to get other gear. So perhaps finding some cheap healers and martial gear from a guild store then see if you can fine tune from there. If you're finding you run out of magicka easily, work in more regen, for example.
More important than us telling you what the best gear sets are is more being aware of your options and making it work for you. You may just focus on max magicka and spell damage, then use drinks for magicka regen. I still personally prefer using food buffs, but it's what works for you that matters.

Masters resto staff - This is unequivocally the best masters weapon. Stamina is what almost everybody runs these days as post 1.6 is grossly unbalanced in the pro stamina dps direction. Your mostly stamina group will appreciate the extra resources. So will your magica users as they can only block about 3 hits before being out of stamina and anything you can do to help them survive in trash (which is far more likely to kill a good Magica dps than a boss) is good.
2 Torugs or 2 Seducer - The last 2 peices really depend on how many CP you have. If you have enough to not need more regen go with the more spell power of Torugs, if you need the regen go with Seducer. If you have a whole lot of regen go with the legs and chest in Trougs and make them in heavy. Then maybe you stay alive a bit longer as you will only be half as squishy. If you log in and find Nirnhoned still gives 24% spell resist to your whole set be sure to use this. If they have fixed this crazy OP stupid idea that makes spell users completely useless in PVP go with infused. I'm not kidding about the heavy. You really should consider it as magica users are so squishy and to heal you have to be a magica user.

That is the best gear and yes, lots of grinding and lots of relatively hard content. However, 5 healer (jewelery shoes and epaulets are the best traited I think), 5 crafted seducer is quite good and also very, very, affordable. You can craft all the armor in seducer, leaving the staff, the 11th peice, free for a possible masters resto staff or you can pick up almost any light monster head for a simple one peice + health bonus and use the staff for your seducer.
Also, I should mention that most only consider templar's viable healers. Many will not run with any other heals. Honestly I won't unless that heals is the optional 3rd heals in a raid where they only heal a stack in a few situations and dps the rest of the time. I'm not trying to be a bummer but when I pick up a pug who thinks he will heal as a non-templar I just group kick him and look for another. There is just no substitute for breath of life in healing. Similarly, had an SO run with a non-templar main heals not long ago. It went so very sideways in part because with no breaths popcorn mistakes on that side were always fatal. If you want to heal roll a templar now. Honestly roll a templar either way, post 1.6 all ambiguity about what class to play has been removed with templars topping dps, heals, and tanking lists. As for what to do with the sorc, I craft on mine. Some folks manage good dps but it is more difficult than with better classes and some have a good time in PVP with the, in my opinion gimmicky, unique sorc abilities.
