Guild quests scaled?

Doing fighters guild and I am 15 it takes me to a quest that has 25 enemies so big nope. Slightly confused as I thought these were the same as main quest. I thought the solo quests scaled. I just moved on and will come back later but it should say this on the journal. It says it's a 15 but 25 guys were destroying me.

    at level 15 you should have no problem killing 25s just kite everything

    I'm a bit confused. You mean, 25 enemies, or level 25 enemies? Because yes, these quests, like the main quest, should scale to your level, so they currently should be level 15. And I cannot remember a quest where you had to fight 25 enemies (the amount of enemies).
    If you meant level 25 enemies, I'd send a bug report and get back to the quest later.

    Tried to but this game is pretty sensitive to kiting. I try to pull one and 4 or 5 come over for the party. At that point I am fubar.
    Does this over levelled enemies happen a lot from now on? All the other solo quests I have completed have been my level or thereabouts, which would seem fair if level scaling is on.

    Yeah this happened with my guild quest solo, I just finished some mission as rank 32, and enemies were rank 43.

    These quests will scale UP, but don't scale DOWN. So if you are a level 25 taking on level 45 enemies, it means you're probably much further along in the guild quests than you are meant to be.

    Or it might just be a bug.

    It would help a lot if you cared to mention which quest you were on.

    None of the guild quests I made in solo instances had me fighting large groups, but the quests don't scale below a certain level, so in some cases I picked up quests for which I was under-leveled. My advice would be to just level up a bit and come back later.

    That is correct. Every scaled quest instance has a minimum level that it will not scale below. I believe (but will need to check) that the minimum levels for the Guild quests are 8 / 15 / 25 / 33 / 43.

    He's right. Guild quests advance through different things, NOT from your level or regular xp. Dohlemens, killing daedra for fighters guild, lorebooks and mages guild quests for mages guild.

    And just a note: if you kill a lot of daedra/undead and if you find every single lorebook in each zone, you'll always be getting the next guild quest long before your level is equal to the minimum level the enemies scale to.

    It would be nice if the quests that scale to your level actually displayed the level of the quest as whatever the level is that the enemies would be scaled to. This way you'd know just by looking at your journal that the enemies are going to be level 25 so you shouldn't do it yet, instead of the way it works now when it appears that the quest is scaled down to level 15, but everyone is actually level 25 because that's the minimum.

    So that's why the levels I'm seeing don't match up. Yes, this should definitely be the case - quest levels should also not scale below the minimum enemy level.

    This. This would be your issue.

    Personally I always wait to do the Main Story and guild story lines until nearly level 50. You can even wait to do them until you reach VR ranks (other than the main story) to give a bit of a boost to XP. As there is a point during VR leveling in which you will run out of quests, other than the repeatable daily quests.

    Some quest also do not scale UP either such as the last quest of MG since it does not take place in a solo instance.
