Magicka recovery

I know magicka makes magic stronger and you get more of it. But what affects magicka recovery? Is it the magicka stat or Stamina? I'm making a healer and I have received conflicting answers to which way I should distribute points

    Your gear counts towards it too and I'm like 99.9% sure that its the magicka attribute that affects the Magicka recovery :)

    max magicka and magicka recovery are independent stats.
    increasing one of them does exactly nothing for the other

    Distribution of attributes has no effect on recovery. You get a certain base amount of magicka recovery by default, based on your character level. At VR14, I think it is 514 magicka recovery. Beyond that, you can increase it a number of ways:

    1). Wearing Light Armor. There is a passive with Light Armor that increases your magicka recovery for each piece of Light Armor you wear.
    2). Racial Passives. Some races get increased magicka recovery as you put skill points into their racial skill line.
    3). Set bonuses on gear. Many crafted and dropped sets have set bonuses to increase magicka recovery.
    4). Class passives. Some classes have passives that increase magicka regen, often tied to slotting certain skills.
    5). Mages Guild. A passive in the Mages Guild gives you bonus magicka recovery when Mages Guild skills are slotted.
    6). Vampire. I have never played vamp, but I believe they get increased recovery.
    7). Potions. Potions can increase your magicka recovery by 20% for a period of time.
    8). Active skills. Some skills will return magicka when used. As a healer, I believe both Healing Springs and Siphon Spirit return Magicka. This does not directly affect your Magicka Recovery skill, but is another way to get magicka back.
    9). Staff heavy attacks. Fully charged staff heavy attacks return magicka, with Restoration Staff having a passive to increase the amount returned. Again, this does not directly affect your Magicka Recovery skill, but is another way to get magicka back.

    There are probably others I am forgetting about.

    Yes.

    Magicka recovery will come primarily through light armor passives and armor set bonuses.

    M'asad - Khajiit Nightblade - Healer
    Pakhet - Khajiit Dragonknight - Tank
    Raksha - Khajiit Sorcerer - Stamina DPS
    Bastet - Khajiit Templar - Healer
    Leonin - Khajiit Warden - Tank

    You should probably look into that .1% uncertainty you have.

    As others have stated putting points into maximum magicka stats has no effect on your magicka recovery.
