Suggest The Best Site For Character Planning, Please

I have done an internet search and looked at a few sites for this, but...

Could some old you Old Blood please recommend a good site that helps plan out characters before creating them, please?
I am just kind of tired of creating one based on the "little vague description" of the class & race abilities to only find out that they are not really what the description implied.
